政府"停摆"凸显美国政治弊端 Dec 25th 2018, 08:14 　　美国东部时间12月22日零时起，美国联邦政府部分部门再度"停摆"。过去两周，白宫和国会围绕政府拨款问题展开密集博弈，参众两院分别拿出拨款草案，白宫意见几度反转，最终还是没有避免联邦政府在圣诞节前夕关张的尴尬结局。从程序上看，为联邦政府提供拨款的法案需要在参众两院分别通过，并经总统签署才能生效。12月21日午夜，为内政部、国土安全部、农业部等9个联邦政府部门提供拨款的法案到期。因为没有任何新的拨款法案在最后期限内走完上述三个流程，联邦政府2018年度第三次出现"停摆"。
