监狱人太多！英国考虑半年刑期以下的犯人不用坐牢 Jan 18th 2019, 14:33 　　中新网1月18日电 据《英中时报》报道，因为英国监狱里的犯人太多，主管监狱事务的大臣罗里#8226;斯图尔特(Rory Stewart)正打算取消大部分不到6个月的刑期，一来是为了减轻监狱系统的压力，二来是因为他觉得过短的刑期无法"治愈"罪犯。
